The Vice President of Technology Delivery reports to the CIO and is responsible for technology engineering and operations including: Service Delivery, Infrastructure, Data Warehouse and Business Intelligence, Application Development and Management, End User and Mobility Systems and Project Management. This role works across technology and business organizations to ensure that the core technology foundation and all technology services are interoperable, highly available, able to meet performance expectations, scalable, resilient and designed with the future in mind. This role is responsible for end-to-end technology engineering, role-specific architecture and 24x7 operations for the Cardinal Innovations enterprise, including our Software-as-a-Service business.
This leader must possess high capacity to understand business strategies and align technology resources successfully to support stakeholders across the organization. This role must partner well with all stakeholders and, in particular, be able to influence and gain the respect and trust of the IT department, executive peers, Officers and Board Members. Success in this position relies on having a high capacity to build effective teams, drive change and foster an engaging and productive organizational culture. Scope of Position This position works with a high level of independence and autonomy as an executive leader. Directly supervised departments currently include Service Delivery, Business Systems, Application Management, Business Intelligence and Project Services. Current staff headcount responsibility is approximately 65, and current budget accountability is over $15M.

This role partners with the CIO and other technology and business leaders in managing the day-to-day operations to improve technology cost basis, performance, end-to-end IT delivery capabilities and end-user satisfaction. In addition to these key relationships, the Vice President of Technology Delivery also works closely with the IT Business Engagement and Enterprise Architecture functions to ensure that business “draft thinking” on future business strategies and directions are considered early in the technology planning and architecture management process.
This role also works directly with all business and IT leaders across the organization in the execution of business and technology objectives. It is important that relationships are developed across the organization and feedback on the success of those relationships will be considered when evaluating performance. This role also manages significant 3rd party relationships key to stable operations and future innovation.
This role may also periodically provide briefings, status updates and progress reports to executive management and the Board.
Qualifications, Experience and Education requirements:
The ideal candidate will have a diverse set of technical and leadership skills and experiences. This person will be equally comfortable facilitating a group of people through a problem-solving scenario or creating and managing a plan for the delivery of a multi-phase technology solution. He or she will be able to quickly gain the trust of both junior and senior level staff and stakeholders through open and honest communication, a high level of performance and integrity of action. The candidate will report progress using facts and data, and maintain a focus on high stakeholder satisfaction.
Additionally, the successful candidate will have demonstrated the following education, experience, personal qualities and competencies in medium to large-scale business environments: •Minimum of 15 years IT industry, consulting or business experience. •Minimum of 5 to 7 years leadership responsibility in managing multiple, large, cross-functional teams or projects and influencing senior-level management and key stakeholders and/or 3rd parties. •BA / BS or equivalent business experience. •Technical Leadership Competencies oBuilding, improving and operating modern, technology infrastructure and applications. oManaging infrastructure, application system and mobile device engineering and operations. oDirect or supervisory experience with Information Security functions and services across corporate, private / public cloud and Internet environments with a particular focus on threat and vulnerability management. oNegotiating technology contracts and managing third-party partners and suppliers including software / hardware, licensing and maintenance, contract labor and telecommunications. oEasily and clearly translates complex technology concepts and links these concepts to business value in ways that establish rapport and are persuasive. oCollaborates with Enterprise Architect’s development of overall technology architecture, including researching emerging technologies, selecting standard operating technologies across technology stacks, assessing installed technology base for aging and replacement risks, developing architecture specifications, models and guidelines, and assessing for fit and purpose against business objectives and strategies. oResponsible for management and execution of technology strategy and implementation of technology roadmap. oAbility to improve operational efficiency and service delivery effectiveness across all lines of business and technology platforms. oThorough understanding and/or experience with private, hybrid or public cloud concepts, architectures and services. oKnowledge and experience with relational database administration functions, methods and procedures for ensuring database integrity, performance and resiliency. oExperience with or knowledge of “X (software, infrastructure, storage, compute, network, platform, integration) as a Service” functions either as a provider or a consumer of services. oExperience developing, managing and improving service level agreements and/or service level objectives. oDirect or supervisory experience with IT Help Desk or IT Service Management as defined by ITIL and operating service management functions across organization boundaries and technology stacks including process oriented approaches, a customer needs and IT services focus, and a continuous improvement mindset. oHistory of strong technical competence displayed through current and/or previous technical certifications and / or project and business accomplishments. •Corporate Leadership Competencies oLeads change from the front and encourages prudent risk-taking for continuous improvement. oStrong verbal, written, and presentation skills. oProven competence around strategic and tactical planning. oApplies business knowledge, acumen and external awareness to make decisions clearly linked to business objectives. oResults oriented with a high bias for action and capability benchmarking. oBuilds relationships within and across organizational boundaries. oExperience with performance and compensation management, mentoring, and the creation of a high-performance delivery environment. oAble to quickly make and articulate risk and reward trade-offs across the competing demands of cost, product / service quality, speed of delivery and operational / compliance risk. oLeadership style fosters commitment, team focus, pride and trust. oSignificant experience managing the transition of a business function or analytical process from a less desired current state to an improved future state. oDevelops strategic plans that anticipate business needs and short-term tactics that exploit “fast-follower” concepts. oExperience working with diverse systems, tools, and people from different industries or business functions within or across a company or system. oStrong budget planning, financial and resource management skills. oExperience managing operational and project budgets greater than $10M. oProven track record of high performance in all previous employment and collaboration experiences.
